Most building work requires a Building Permit (BP). Contact the qualified staff at IQ Building Surveyors to find out if your project requires a building permit. If you do require a BP, an application for a BP must be accompanied by a Certificate of Design Compliance (CDC).
The CDC lets your local government know that a qualified and registered building surveyor has assessed and certified your design and plans as complying with the Building Code of Australia (BCA).
Compliance with the BCA can mean the difference between your project moving forward quickly or coming to a complete stand still. IQ Building Surveyors will see your plans through the compliance process, providing a thorough assessment against the BCA.
Once you submit our CDC with your BP application to the council, the Local Government has 10 working days from the date after submission to make a decision.
When building work has been completed without a building permit, the building work can still be registered with the local government by applying for a Building Approval Certificate (BAC). This is similar to a building permit.
The BAC needs to be accompanied by a Certificate of Building Compliance (CBC) issued by a building surveyor. Since not many local governments provide this service, they refer to a private building surveyor like IQ Building Surveyors.
The CBC lets your local government know that a qualified and registered building surveyor has assessed and certified your building work as complying with the Building Code of Australia (BCA).
As the building work has already been completed, IQ Building Surveyors must verify that the as-constructed building works comply with the BCA. This usually requires a site inspection, either by the building surveyor or a professional engineer.
Once you submit our CBC with your BAC application to the council, the Local Government has 10 working days from the date after submission to make a decision.
When commercial building work has been completed, a building surveyor must assess if the building complies with the Building Permit (BP). An application for an Occupancy Permit (OP) must be accompanied by a Certificate of Construction Compliance (CCC).
The CCC lets your local government know that a qualified and registered building surveyor has assessed and certified your building work as complying with the Building Permit.
IQ Building Surveyors can be contacted throughout the construction period with questions about compliance with the Building Code of Australia (BCA) and the BP. This is to ensure that when the building work has been completed it does comply with the BP.
Compliance with the BP can mean the difference between your project moving forward quickly or coming to a complete stand still while doing alterations at the end of the construction phase to ensure compliance with the BP and BCA.
Once you submit our CCC with your OP application to the council, the Local Government has 10 working days from the date after submission to make a decision.
Over recent years the deaths and near-drownings of children in private swimming pools have made it necessary to increase the regulations for pool fencing. In the event of an accident, pool owners can be liable for criminal charges.
The team at IQ Building Surveyors has significant experience assessing and approving building applications for swimming pools for local governments across the State.
Following approval of a swimming pool and safety barrier, local governments will send a pool inspector to assess whether the barrier complies with legislation. Staff at IQ Building Surveyors has significant experience with assessments for hundreds of pool fences, and you can be confident your pool and fencing will meet with legislation the first time around.
IQ Building Surveyor staff will discuss fencing options before installation, saving you time and money.
Whether you’re the buyer or the seller of a home, it’s important to ensure all information is available during a property transaction, including details of approved structures for residential and commercial development.
IQ Building Surveyors can assist sellers to ensure all details are revealed within our Approved Structures Report avoiding future legal action.
We can also assist the buyer to learn in-depth details of the property, so they know what they are paying for, including full details of all structures on the property and their approval history.
Supply us with a copy of all approved structures that can be requested from the council and our comprehensive Approved Structures Report can be generated quickly and easily to ensure all property transactions are transparent with details of unapproved structures and the approvals required prior to settlement.
Whether you require a combination of our services or a tailor-made package to meet your unique requirements. Don't see your project stop altogether due to the often complicated local government process. IQ Building Surveyors can help see you through the local government approval process.
Looking to build something a little different? Worried you’ll never get approved? The team at IQ Building Surveyors have significant experience with several local governments assessing and approving applications for variations to the Planning legislation.
There are two ways to apply for variations to the planning legislation. Through a Planning application or an application to vary the Residential Design Codes (R-Codes). The team at IQ Building Surveyors will help you to ensure you get the right application into council.
The team at IQ Building Surveyors will interpret the R-codes, and ensure your plans either comply with it, or we can write adequate justification for any variation to it.
With our knowledge and expertise, your variation application will be assessed by your Council taking into account all information and a thorough justification.
Experience of staff at IQ Building Surveyors has led to assisting with the WA Planning Commission during the review of the R-Codes.
With a wealth of experience within local government, and unique insight into interpreting local Town Planning Schemes, the qualified team at IQ Building Surveyors will ensure your plans comply, or assist with justifying variations to the Scheme.
When a building application is submitted complete, most local governments will grant approval on the day of assessment. Don’t waste precious time of your project’s schedule with incorrect application documentation. IQ Building Surveyors have over a decade of experience working within local government building departments assessing thousands of applications, so you can be confident the experienced team at IQ know what should and should not be included with your application.

The legislation that controls all construction work in Western Australia is the Building Act 2011 (the Act) and the Building Regulations 2012 (the Regulations).
The Building Commission governs this legislation as well as the registration of Builders, Building Surveyors, Painters and Plumbers.
The Act provides for the option to choose between a private building surveyor of your choice or to use the building surveyor that works for the local government.
All building applications are approved using a Certificate of Design Compliance (CDC). The CDC can be issued by the local government (uncertified building application) or a private building surveyor (certified building application).
The local government is required to issue a Certificate of Design Compliance for Class 1 (Residential) and Class 10 (Incidental to Class 1 like shed, patio) building work. They do not have to provide this service for unauthorized building work or commercial building work. If they do not provide this service they will refer you to a Private Building Surveyor, like IQ Building Surveyors.
The first nationwide set of building regulations was referred to as the "Australian Model Uniform Building Code" (AMUBC) and was established in early ’70s.
More recently known as the Building Code of Australia (BCA), it was incorporated into the new National Construction Code (NCC) as of 1 May 2011. Nationally consistent minimum standards of health, structural and fire safety, as well as amenity and sustainability objectives are the stated goal of the BCA. Building Surveyors, private and local government, interpret the BCA during the course of performing their statutory duties.
The Building Code (BCA) is adopted by the Building Regulations and applies to all buildings that can be classified by the BCA and that are considered building work under the Building Act. The BCA changes every three years with the next change on 1 May 2019.
IQ Building Surveyors is a private building surveying company that also interprets the BCA. We offer our services all over WA and are the only private building surveying company located in the Peel region.
Contact the qualified staff at IQ Building Surveyors if you have any queries relating to building legislation.
The Planning and Building legislation each treat the Bushfire prone areas differently. Planning looks at the risk of bushfires in relation to the proposed location for habitable buildings, including some commercial buildings. They should not look at the construction requirements of the building as that is part of the Building Code of Australia (BCA).
Under the BCA there may be additional construction requirements if your property is located in a Bushfire prone area. This is only applicable to residential buildings of Class 1, 2 and 3 and any associated incidental structures and decks.
Find out if your property is located in a Bushfire prone area here:
If your property is located in a bushfire prone area and is residential you need a Bushfire Attack Level (BAL) assessment to determine what particular construction requirements are applicable.
IQ Building Surveyors makes it easy for your builder to know the construction requirements by providing a comprehensive specification that forms part of the certified documents.
Upon issuing our Certificate to you, IQ Building Surveyors will let you know what the correct form is for the application to the council to ensure your project is not delayed.
All building application forms must be signed by a builder. If the construction value is over $20,000 the builder needs to be registered. A registered builder can be a building contractor, company or owner-builder.

What clients say
KIND WORDS FROM OUR CLIENTS
As a company Mandurah Homes Pty Ltd have established a strong working relationship with IQ Building Surveyors. We have worked with Sylvia on many of our commercial and residential projects, Sylvia is dedicated to providing an excellent service in a competent, professional and well-presented manner.
Sylvia Broadbent - IQ Building Surveyors - has a very sound knowledge of the Building Codes, Australian Standards and all other relevant building requirements. Sylvia’s attitude is always positive, informative, but more importantly helpful in resolving the intricate building issues confronting designers in an ever changing building landscape.
Sylvia is also not only thorough, but very efficient and honest in her appraisals. Without a doubt she is the most competent Building Surveyor I have dealt with. Her extremely efficient approach to finding solutions to the myriad of problems that arise makes, what would normally be an extremely taxing process, far more manageable.
I would definitely have no hesitation in recommending Sylvia’s services to anyone requiring information pertaining to Building Approvals.
I highly recommend IQ Building Surveyors Pty Ltd (IQBS) to any prospective Builders or Project Developers in using your company to carry out planning and building permit submissions for commercial/residential building projects.
It can be extremely frustrating dealing with authorities and other interested parties when attempting to negotiate the approval process, whilst ensuring all matters are compliant and yet in keeping with the owners' commercial and architectural sensitivities, however, IQBS successfully provided this service to Iannello Construction.
IQBS has assisted our company in providing the best solutions and potential options whilst being cognisant of the Building Codes and the balance of project requirements.
Thank you very much for your help with this we appreciate it. Also, thank you for the work you have put into our project to make it all happen. We are very happy with the way you handled everything for us.
I found Silvia a very honest person who knew what her job required of her. We had to add a few small things to make this a perfect office for me. Thank you.
Excellent service and I will recommend to anyone.
Thank you for making it a quick and easy process.
Great work, thank you. Very efficient.
Please provide the address of the property your query relates to and a short description of why you need our help.
